Abstract
State level poverty rates among black, female-headed families are employed to evaluate the regional operation of the poverty-welfare curve. Some support for this position is detected. However, an application of the Expansion Method indicates that the parameters of the curve are sensitive to characteristics of regional labor markets. The work disincentive/income enhancement effects are found to be dependent upon unemployment and the presence of gender-segregated occupational categories. Estimates of the welfare threshold for states are used to recommend adjustments in state AFDC payments. -from Author
