Uniform measures of impact

Abstract

This chapter describes several uniform measures that apply to all land uses, as well as a method to ascribe impacts of different land uses where other uniform measures are not suitable. Plan-based level-of-service (LOS) standards are different because the community has considerable discretion in deciding what they will be. One of the purposes of establishing LOS standards is to project facility needs and plan for them. School children need adequate space to perform, and school LOS standards are typically set by states, so there is little opportunity locally to change them. By estimating the functional population per unit of land use across all major land uses in a community, the user can rationally estimate the demand for certain facilities and services in the present and in a future year. Fire and police impact fees are based on two primary methodologies: Calls for service and functional population. A growing use of functional population is in the area of public safety.
