Abstract

It is demonstrated theoretically that, in the formalism of Penman-Monteith, there exists, at a free water surface, a small but finite surface resistance to both latent and sensible heat fluxes. These resistances, estimated to be of order 0.05 and 0.02 s m-1, respectively, are usually negligible but may be used to provide the hitherto unavailable theoretical description of the energy budget at a partially wet surface.
