Abstract

Acquiring communication technologies for traffic operations and Intelligent Transportation Systems (ITS) applications can be an overwhelming task due to rapid technological advancements and various uncertain cost and risk factors. This paper discusses an effective decision model that copes with this issue from life-cycle cost and decision makers' perceived uncertainty and risk perspectives.
