N2 - A novel rate allocation method for JPEG2000 is presented. Variable bit rate encoding is employed to maximize average image quality. This is achieved at any prescribed average bit rate without the need for iterative encoding. All bit rate constraints described in the DCI Digital Cinema System Specification are satisfied. Additionally, rate allocation for extra quality (bit rate) layers is discussed. Extra quality layers may have applications in archiving and may provide a method for backward compatible bit rate enhancements.
