N2 - This research addresses a significant challenge in project management (PM) by focusing on quantifying PM cost and effort specifically for system development projects. Previous literature on PM costs and efforts has highlighted gaps, often being outdated and potentially encompassing a mix of projects from various industries, project types, and system environments that were not differentiated by research. Current industry practices predominantly rely on anecdotal experience rather than scientific data and methods. To address these shortcomings, the study employs a systematic approach introducing the Constructive Project Management Cost Model (COPROJEMO), a parametric tool featuring five size drivers and ten effort multipliers. COPROJEMO places emphasis on PM attributes, effectively bridging knowledge gaps and offering specialized features and transparent model constructs that are lacking in commercial tools. This model proves beneficial to diverse industry practitioners and researchers alike, providing a robust tool for efficient project planning, budgeting, and reliable cost estimation.
