Abstract
An extremely focused observational requirement, which involves determining the four-dimensional structure of the Earth's atmospheric water vapor field, has emerged. The composite system for measuring the four-dimensional structure of atmospheric water vapor must meet the diverse application requirements and must support the day-to-day real-time operations of the National Weather Service. To that end, only measurement systems that can be operated in an automated, unattended manner are addressed. The composite system will be implemented by a distributed office of individuals with the single purpose of delivering a composite water vapor observing system of high quality in a minimum of time at reasonable cost.
