Abstract
We agree that our previous analysis does not apply to a spinless particle in an external Coulomb field. We explain why it continues to apply in toto for a spinless particle in a short-range external field. We describe in qualitative terms the correct quantization for the Coulomb case, which has not previously appeared in the literature.
