AFDC PARTICIPATION DYNAMICS AND POLICIES.

Abstract

An understanding of the relationship between changing welfare program use and the characteristics of welfare policies is critical for policy formation and effective planning of assistance programs. In this paper we examine the dynamics of participation in Aid to Families with Dependent Children (AFDC), a large state supported program. The findings suggest that participation growth in the states during the 1970s was the result of changes in economic need, but that the effects of these variables varied with respect to states' individual program characteristics.
